A message dated March 4, 2004, was read stating the Governor has                                    
signed the following bill and is transmitting the engrossed and enrolled                            
copies to the Lieutenant Governor's office for permanent filing:                                    
                                                                                                    
    CS FOR HOUSE BILL NO. 374(FIN) am                                                               
    "An Act establishing the senior care program and relating to that                               
    program; creating a new fund for the provision of senior services;                              
    relating to aid to senior citizens; and providing for an effective
